ATC fees could be the New York City Bridge/Tunnel equivalent toll. If you want to fly into the three NYC Metro airports, the landing fees should reflect the time of day and charge a fee for the number of passengers on board.

Four hundred souls 1.00 per pax

Four souls 100.00 per pax.

This would be a good place to start for congestion pricing.

If you want to play you gotta pay.
