I am not an islamic scholar in any stretch but I believe once a religious leader or cleric offers prayers on a particular site it is automatically deemed an Islamic shrine thereby giving muslims rightful ownership of that site. I recall reading some historical literature on the Temple Mount site and its religious significance to all three major faiths. In particular a passage about one Muslim cleric in the middle ages taking care not to pray in an early Christian Church near the Mount to avoid the Islamic law that would have required it to then become a holy site for Islam. If that is the case I wouldn't be at all surprised if Ahmadinejad thought he could offer prays at Ground Zero and then claim it for Islam. How profanely insulting to America and the victims of 9-11 would such a move be.
