As an american who is living in europe (in Copenhagen, Denmark) I can tell you that your assesment of European attitudes towards the U.S. are entirely mistaken. I don't believe that anyone here (or back in the U.S. for that matter) takes Mr. Bush's speech as being in anyway related to his actions. The U.S. is infamous around the world for it's lack of healthcare, inability to deal with Hurricaine Katrina, use of torture on terror suspects, and failure to protect innocent civillians in Iraq. The general feeling is that the U.S. is not living up to it's potential to reflect the values upon which we were built. It is a pity to see such a specious argument printed in an otherwise reputable newspaper.
