(The department had previously released a request for proposals for the paint job, but was unable to find a contractor who would do the job for an amount within the agency's budget.)

About time the city started waiting for construction busts to do work, rather than doing them in booms. By 2009 it is possible that city construction workers will need the work. Those in th rest of the country will certainly be in that position.
