Why don't they just force the airlines to schedule more off-peak flights. People could pay more for the normal hours, and get cheaper flights during odd hours. The airlines are all trying to schedule their flights for the same times. If you look at a satellite of airplanes in the air over the US at different times, you'll notice how there are almost NO planes at certain hours. One time I took a flight to cancun. The cheapest one sent me to the airport during rush hour even though it didn't matter at all to me what hour I left. That's not efficient. The cheaper flights ought to be scheduled to leave at 4 am, 5 am, 11 pm etc.

Less rush hour flights = less delays. Really simple. Since airlines are doing so poorly, don't add any taxes for this. Maybe give a subsidy for flights scheduled at off-peak times. This might actually help the airlines out, and cost LESS than the constant bail-outs they keep getting. But I don't know much so this is just a suggestion.
