There is a similar war involving the P/A in Bayonne, N.J. stealing land with no plans for the future.
Over a specific portion of land known as the "Maritime" section of the Peninsula which previously was recognized as the old Navy base in Bayonne ( M.O.T.B.Y.) where 2500 civilians lost their jobs during the BRAC closure process.
At the Military Ocean Terminal of Bayonne, there is a management group called the Bayonne Local Redevelopment Authority ( BLRA ) that was appointed by the Dept. of Defense and hand picked by local city and state officials to restore the jobs that were lost and build a Container Port and 350 houses for the newly employed.
Until...someone figured a way to sell high end luxury condos by applying a "Restrictive Covenant" on the Maritime section that states a Container Port would never be allowed because it just didn't fit the grand of scheme conjured up by the all new concept of building 7000 condos on a 435 acre facility.
Well, real estate now entering its downward spiral with an unknown future, cast a spell on those condo-developers and made it all fuzzy. So to appease these developers the B.L.R.A. came up with these "Restrictive Covenants" that state the B.L.R.A. reserves the right to convert the Maritime section into a low level condo development.
How else will they ask for tax-abatements. Plotting out that the goverment response would be to sell off a percentage the development for low income buyers and ALAS have the place to build them. Why of course, we will build them across from the other Comtainer Terminal that has been there for 30+ years!
