What is the objective of this additional preference for those over-protected, underachieving, civil service slouches otherwise known as New York City public school teachers?

Comptroller Thompson states in the article that "the development would help attract and retain stronger teachers. " Later in the article, the income limit is "about $76,000 for a family of four." Please let us know where $76,000.00 automatically mean that a teacher is strong. This artificial income limit presupposes that teachers making less than $76,000 annually are NOT strong. With the test results, not even a teacher making $760,000 can be considered competent.

The real question to ask, as is always in the New York City public school system is: Who is getting paid-off for this sweetheart deal to subsidize those who are intellectually helpless?
