This plan is nothing more than an attempt to turn the Department of Motor Vehicles from a licensing bureau to an immigration agency whose purpose is to provide government documentation to the undocumented and the illegal.

The position that the sole purpose of this policy is to increase the safety of our roadsis belied by the decision to extend this new policy to the issuance of non-driver Identification Cards that will surely be used to apply for government benefits and voting privileges.

The manner in which this is proposed to be enacted is unlawful and circumvents the elected representatives of the people of New York.

Finally, while I have great respect for the State Police, Sergeant Swoboda needs to brush up on his history. Terrorists did come in to this country and get drivers' licenses. The September 11th terrorists had 65 valid licenses that were used to board the airplanes they commandeered. Non were issued by New York State. Let's keep it that way
