George Kenan is gone, but we do have the doctrine of preemption. There will be those who strongly disagree, just as there were legions of misguided America-haters who always sided with the Russians during the Cold War. Who cares? The atrosity of 911 happened to us, and thus vindicated the doctrine of preemption. Besides, Kenan would no doubt have agreed to our use of preemption seeing as how President Kennedy used it to great effect during the Cuban Missle Crisis. The only difference is that he would have used e-mail rather than a telegram.
