Many times when legislation is proposed a conservative version is passed, as is spending for the program. One might say we continually progress with respect to social programs (welfare reform, Medicare prescription drug benefit are good examples), but we get a conservative version. This reminds me of something Sen. Kennedy (D-MA) said in an interview. He said something to the effect of that when legislation is passed that will do some good, then a conservative version is better than nothing!

This may also apply to legislation and regulations related to fighting global climate change.
