It seems to me there are several ways to proceed: (1) do nothing, i.e., let the governor do as he pleases. I assume the governor prefers this choice; (2) recall the governor. Sometimes you just wear out your welcome. I assume the governor does not prefer this choice but possibly many citizens do; (3) apply the "if a little is good, a lot is better" principle. Why require any license at all? If, as you say, what the state of New York does with respect to its drivers licenses is no big deal with DHS, then why not make everyone's life easier by simply eliminating them?
