The Monroe Doctrine

It's against federal law to "encourage" illegal aliens to reside in the United States. Under Sec. 274 of 8 U.S.C. 13240 of the Federal Immigration and Nationality Act, anyone who "encourages or induces an alien to come to, enter, or reside in the United States, knowing or in reckless disregard of the fact that such coming to, entry, or residence is or will be in violation of law" is subject to fines and/or imprisonment of up to 10 years.

Spitzer is on record as saying he wants undocumented aliens to have licenses so they don't need to "live in an underground economy in the shadows." In a 10/1 speech to the NYS Democratic Committee he said, "The immigrant community of New York State deserves to have the opportunity to have drivers licenses." He's stated that giving undocumented aliens licenses is right on moral and ethical terms.

If this isn't "encouraging aliens to reside in the United States" I'd sure like to know what is.

Or are these laws just fort the little people, not for our governor?
