Two American Citizens doing their duty to their country are demolished via false releases to the Press by some Poweful Public Officials because one of them did not bring back the message tthat the PPOs wanted to hear. So the PPOs went ahead and used their (false) 16 woed version in the upcoming State of The Union address.
The messenger wrote an Op/Ed piece in a major newspaper refuting the 16 words in the address. As a resuly , he was immediately attacked via a false story released to the Press that:
(1) He was "unqualified" for the assignment given him by the CIA to find the truth about the rumor coming out of Niger, and that
(2) He was given the assignment, as "nepotism," by his wife who worked as a "covert" agent for the CIA. Her "covert" status was made public in addition to the false smear regarding the messenger.
The messenger had been assigned to Niger for two years early in his Career with the State Dept. and knew the oficials there. The two American Citizens had done nothing wrong, but still they were, and have been, subjected what amounts to "Civil Assassination" by Poweful Political Figures acting "ultra vires" outside their duties of office. The two are therefore fully entitled to redress in Civil Court.
