1. The numbers you quote are all greatly understated

2. Smoking has not decreased because consumers are purchasing cheaper cigarettes from Indian Reservations to the tune of over 40 million tax free cartons per year

3. Part of the unlawful profits is used to fund hezbollah, Al Qeda, Hamas, and other terrosist organizations

4. The huge price differential has led to other criminal activity

5. All of the above is based on public records
