Your numbers are greatly understated, the State loses over one billion dollars annually, or $20 million per week
Smoking has not decreased because consumers are purchasing cheaper cigarettes from Indian Reservations to the tune of over 40 million tax free carton per year.
Part of the unlawful profits is used to fund, Hezbollah, Al Qaida, Hamas and other terrorist organizations
the price differential has led to other criminal activity
