I'm concerned about getting a little too generous with public housing. The NYC and NYS taxpayers fund these developments; persons of very restricted incomes benefit by having good housing at amazing prices. A 1300 square foot five bedroom apartment that rents for $575/month is heavily subsidized by John and Jane Q taxpayer. But the family who lives in such an apartment should not suddenly have a $2-million winfall.
What might make sense is to sell the apartment under very restrictive conditions. We don't want to turn Manhattan into millionnaires and billionnaires row. Manhattan's diversity is due to some neighborhoods being not populated by zillionaires. We also need to spread the wealth around the five boroughs. Locating low income housing near airport runways and tidal basins might seem economically sound, but we need to maintain diversity. It's what makes our City so great and so vibrant.
