i believe in london, uk, they've got an emissions tax. you pay for the amount of carbon your exhaust spews. if it's kids with ashtma that we're really worried about, then impose a carbon tax. help promote the use of hybrid and all-electric phev vehicles. we'll all be better off for it.

current congestion hassles and parking fees in the zone are enough to send me to the subway; a tax wouldn't make much more difference.
