As much as I respect Antonucci, he's wrong about not being able to pass a universal voucher simply because Utah rejected it.

Utah is not a FISCALLY conservative state. On social issues, Utah is about as wacko right wing as they come. Unlike other western states, Utah was not founded by "rugged individualists". Utah was founded by religious communalists who were looking to start a theocracy, hardly the environment for individualist free market conservatism.
