I want to point out that in another part of the IBO report it demonstrated a widing in the gap between the market value and the sales price of income producing properties. This disconnect was first shown in a report that our local issued two years ago. If the Commissioner of Finance wants to correct for inequities in each tax class also needs to address inequities within the commercial and multi-dwelling residential tax classes (tax class 2 and 4).
Any large shift in the burden from one tax class to another should be tempered by the fact that owner occupied homeowners do not have the recourse of raising rent to recapture the additional expenditure for taxes. It should also be noted that any tax break for residential apartment renters will for the most part just inflate the bottom line of landlords and not really provide the needed relief renters need.
