It's hard to understand how a hospital with half as many beds will serve the community better than what is there now. As a former patient of St. Vincent's I saw first hand how busy the hospital was. Presumably, a new hospital would be just as busy - but would be serving only half as many patients. Here's a better idea. Leave the current hospital alone, fund it properly, and build a residential building in place of the medical center instead.
