Mayor May Halt U.N. Visits by City Students

It is amazing that a city that began to allow temporary certificates of occupancy for new residential buildings under construction during the last mayoralty - meaning the structures can be occupied with portions open to the elements - is suddenly concerned with the safety of one of its anchor institutions, the United Nations. Are there other issues like swing space or parking that are involved? Does the City raise these issues with sites or structures under the jurisdiction of the State, the Port Authority, etc? Can we be sure that the places of public assembly that are subject to hizzoner's oversight are safe or that there are clear warnings of hazards posted?
