Did I miss something? Did Spitzer ever make a case for why providing driver's licenses for illegal immigrants was the right thing to do? Spitzer claims that due to hyperpartisanship, "a practical proposal is shot down before it can even be weighted on its merits".

What, exactly, are its merits?
