The children who are so well-behaved in parochial school are there because they have parents who have time, money, and concern for their children's education. The children who misbehave in the public school do so because they have parents who, for reasons no doubt good and sufficient, have failed to impress upon them that their happiness depends on their learning to read, do math, and — most importantly — discipline themselves to be patient, work, and be civil to their fellow citizens. Mr. Yassky's solution is too little. If these unfortunates are sent home, they will never arrive. If they are to benefit from their punishment or their educational opportunities it is their parents who must first be disciplined — not with fines but with loss of their time and then their freedom.

Have the parents pick their miscreants up at the school, sign for them, and attend night classes with them for a month — on pain of being jailed. Or, have both caned in public — either will suit me.
