Having spent 35 years in the NYC school system as a teacher, I don't agree.
What does "quality" mean taken out of context of the specific situation mean?
Does every "successful" hospital i n high risk areas - if they were measured by numbers (like how many people die or get well) like schools are measured depend on the quality medical personnel or do other factors get taken into account (yes they do.) But things like class size and the impact they have on "quality teaching" are not. Back to the medical field - is the quality of medical care the same if caseloads are extremely high?
