As a former teacher of mathematics, a former teacher of teachers of mathematics, and a former school district administrator, I have had experience with various ways of teaching and learning mathematics. Contrary to the comment that the "fuzzy math" is used because it is easier for teachers, I have found that if teachers are teaching mathematics in the way the NCTM recommend (certainly not fuzzy, but deeper in promoting understanding), it is more difficult to teach. You actually have to understand the mathematics that you teach. If all you are teaching is memorization of facts, you don't really have to grasp the concepts of mathematics. If you teach for understanding, you need to be able to interpret students' thinking processes and determine whether or not they understand the concepts you are trying to help the students develop. Sometimes you do that by having students make drawings to illustrate their thinking. Sometimes they even have to talk about what they are doing mathematically in a context to show that they know how this mathematical concept can be used in life outside the classroom. NCTM has never suggested that teachers ignore memorizing number facts. They have increased the rigor and tried to focus the instruction - not back to memorizing without understanding; but toward understanding including memorization, when needed.
