This intelligence estimate is impossible to evaluate since it was produced by the same time serving clowns who misjudged Iraq, sounded no warning re 9/11 and maintained that the Soviets were 9 feet tall until the day after the Berlin Wall fell.

Apparently there is no act of stupidity, incompetence or sheer carelessness of sufficient magnitude to cause housecleaning at the CIA and the other bloated agencies.
