The Academy report did indeed determine Indian Pt is replaceable. It can be found at http://books.nap.edu/catalog.php?record_id=11666. The study recommended the renewal of the NYS siting law Ms Wylde cites, but as part of a comprehensive strategy, that would include, among other things, conservation & alternative energy sources.
