The low science and math scores of American students are the result of the huge educational bureaucracy that preaches regulation and regimentation but in the long run smells rotten. There is an old saying, " when a fish is rotten you look first at the head, that's where it begins." When will the powers that be, learn that you cannot legislate or regulate ( regiment) anything in human nature without destroying the spirit which is at the heart of good teaching, good science, good technology, etc.
