This is truly a sham of a law. If the majority of homeowners are paying their bills on time, why shouldn't the city be able to go after those who do not pay; one, two or three family homeowners. If not, then let no one pay and let the birdbrains in the city council find a way to come up with funds to pay for this albatross of a city agency-namely the DEP. The city functioned well without it for one hundred years, but it has now become the proverbial golden goose, a source of revenues for the city. Uneducated voters get what they deserve. Non functioning sycophants that fleece the citizens of this city any way they can. The order of the day in the city council is enacting absurd laws: removing metal bats from games, removing the 'n' word from the vocabulary, quibbling over their term limits that the voters enacted twice, and plenty of other farcical laws.

We should do away with the DEP and while we are at it the city council too.
