Obviously this writer's grasp of historical fact is a bit shaky. The great depression had been under way for over three years when FDR took office. Every bank in the country was closed either because it was bankrupt or had simply closed its doors and was not performing it's proper function. Over 25% of the working population were without jobs. I think the proposed bail out is a bad idea but suggesting FDR started the great depression is bizarre. It's such a silly argument it throws doubt on the real merits of questioning this bailout of sub prime borrowers.
