So the brilliant alternative is to charge $4/hr for parking meters? It would just shift demand to parking lots, as it will become less attractive to use the meters, but the same people will still drive in. Seems convenient that the biggest opponents of congestion pricing, like Richard Brodsky, get thousands in donations from the parking garage industry every year.

So the same amount of cars will come in, and they'll just use the parking lots owned by Brodsky's friends instead of the parking meters. Great.

Beyond being just a boondoggle for the parking industry, it would also encourage property owners to keep vacant lots in manhattan as parking lots, reducing the vibrancy and safety of the city.

An all-around winning plan.
