my bet is yes, simply because of basic economics, local govt.'s can't afford pubicly financed NFL stadiums without taxing tourists and business travelers to the hilt, or local residents and businesses either, both of which are death knells for any cities economy. so unless the owner wants to spend his own cash(ie. mr. kraft) for a stadium, don't expect any handouts any time soon. in all likelyhood, this is where a new football league could have a leg-up on the NFL, simply because of the fact, that the expansion fees and requirements, are less difficult to maintain and achieve, in other words "great, we've got a couple of vacant stadiums, here's the check". can anyone say, "hello A.A.F.L."
