If, according to National Assessment of Educational Progress figures, between one third and one half of selected urban test results show students are at risk in scientific literacy, are the standards too high for these students or are we failing the students who are doing well by not challenging them for higher standards ? It would appear that at some time and place we need to look at establising schools of excellence fand schools for the disadvantaged.
