All this concern for the poor motorist neglects two extremely important points. One is that the fumes of motor vehicle traffic are (literally) poisoning the residents of Manhattan (who are people too). The other is that the congestion on Manhattan streets costs businesses billions of dollars a year because it delays delivery and increases shipping charges so much. If the choice is between the health of New Yorkers and economic welfare of the city on the one hand, and the convenience of out of town motorists on the other, the choice seems clear to me (but then I'm not a motorist).
