Apparently, your newspaper is still ignorant of the nature of the 16th Amendment. It's actually a private law, not applicable to the general public. You can find it in Volume 37, Part 2, page 1785 of the Statutes at Large. Volume 37 is in two parts, Part 1 (which contains public acts and resolutions) and Part 2 (which contains private acts and resolutions). The 16th Amendment is in Part 2. We have all been scammed since 1913.
