As an educator myself, I sympathize with teachers who don't like testing, and are forced into "teaching to the test." However, testing is necessary in order to determine whether the students learn what is being taught. Most teachers acknowledge that testing is necessary. They would however, prefer to administer their own tests. But we all know, that tests can be made either easy or tough, depending on the specific test design. The only way to assure consistency between test results is to administer the same test. That is why the State designs tests, and does not allow each school to design its own test. By the same logic, all the states should administer the same tests to assure that the results obtained are meaningful.

As the article indicates, higher expectations yield higher results.
