Scwarzenegger would qualify as a running mate. There is no specific prohibition against a non-native born citizen serving as vice president. However, there is for the presidency. This would merely mean that if the President were to become incapacitated then the VP would not be qualified to take over and the office would pass to the next in line. However, since the Constitution says that the VP is to take over it is possible the White House would attempt such a move and if there were a Democrat speaker (Pelosi?), then there may be a legal suit where the Supreme Court would have to decide between the Constitutional succession of power or the prohibition of non-native born Presidents. I think they would rule him unqualified short of an Amendment which wouldn't pass in a Democratic controlled congress.
