At the same time the the Department of Education cannot find slots for children for UPK, ACS has closed 15 day care centers in New York City. Thousands of 4 year olds could have been served. Currently ACS is planning to close Lucille Murrary Child Development Center in the South Bronx and Childrens Liberation in Manhattan, another 300 slots.
