The article makes it sound like I am saying the Spitzer administration is considering a surcharge. I am not. I did say I would not support an across-the-board surcharge, but I also said I did not believe the Spitzer administration was proposing it or seriously considering it. Supt. Dinallo may have said that if we don't do other things, that might force a surcharge. But he has also made it clear that he will be proposing the other things that we ought to do.
