The reader treats the question of pacifism and militarism as a question of culture. What happened to demographics and technology? As the revolutions in food production have spread away from the global north, the rest of the earth suddenly looks much more full (retrieving a status lost in the last few hundred years). Isn't this, not a sense of being "tired" that has made impossible Europe's continued dominion?
