Why isn't there a better number on the percentage of Parking permits held by teachers? "...estimated the 50% of ALL the city's permits, or 75,000" are held by teachers? PROVE IT!

Also, REVOKE any and ALL permits photographed as illegally parked IMMEDIATELY.

These two steps should shut up the whining about the "laughability" of the 75,000 permit "estimate," as well as reduce the number of permits by revoking those held by scofflaws.

Also, all individuals (or the school districts) that abused permits are revoked from should become PERMANENTLY INELIGIBLE to apply or hold a City Issued Parking Permit forever more. That way, people will be more responsible with them.

And if the Union does not agree to those terms, too bad. Rules apply to EVERYONE, regardless of whether you have a Union behind you or not.
