City Is Facing what? This was always supposed to be a one time cut. It was presented that way from the get-go. You even say this in your article. So why does the title of your article suggest that people need to be preparing for a huge increase, suggesting that last year was the norm? Is your goal to create a stir or to report useful information?

In a City where there are too many things those tax dollars are needed for to even consider listing them, please think twice before trying to plant backward excuses in the minds of people who might then complain about what really is not a tax hike.
