The mayor said he believed he could limit people's 2nd amendment rights when the situation became dangerous, like concealed carry.

Mayor B. has a totally different mindset on concealed carry than the original intent, aka to protect yourself from the bad guys. Following the Mayor's logic, he only lets the bad guys have guns and he wants the law abiding citizens disarmed.
