Bloomberg has been a huge failure IMO. When I voted for him I expected him to get control over city finances. Instead he has grown city gov't by levels other mayors couldnt even dream of. NYC residents are the highest taxed in the nation, he really needs to start cutting back dramatically on non-essential services and stop taking the easy way out on union negotiations. He has not found tax he didnt love, from increasing the city income tax (which should not even exist), double digit property tax increases, fees, etc. The city taxes in more revenue than many nations, come on --- enough is enough. Now he's looking for tolling everyone which would supposedly go to transit --- right, like it wont get slowly siphoned into the general fund.
