This doesn't take into account the issues of people who may be required to vote. For example, a person born in Australia to a one Australian parent and one US citizen parent is nearly always a US citizen (whether they want to be, or not). Neither the US nor Australia requires such a person to choose only one citizenship when they reach a certain age. Australia has a mandatory voting requirement. If this dual US and Australian were living in Australia, he is required by Australian law to vote in Australian elections. At the same time, the US would be saying no, you can't vote there? On top of that, the Supreme Court already decided in Afroyim v. Rusk (1967) that voting in a foreign election cannot be used to take away US citizenship.
