People are afraid to check out who these commissioners and appointees and the politicians who tthey are married to. They rarely stay on for any length of time - cause they are always looking for the next opportunity at a different institution or foundation. A good way to save money for government budgets, community institutions and foundations would to have them work for free or volunteer. After all, they are paid well with power and pleanty of other perks.
