It should be no surprise that an escape hatch for some kids, those with parents motivated enough to pursue it, does nothing for others. And how is it decided who gets to go to the special schools? Do they screen for the easy to educate students? The UFT charter school is supposed to prove the contract works, but it wasn't stuck with the worst teachers -- the principal could choose good ones.

Choice for all requires three competing public school districts with equal resources per child, and different management and labor contracts, with children zoned for one school in each district. Then everyone would have a choice.
