I sense that it is erroneous to lump together the two items, school vouchers and charter schools. Moreover, the two items so far have seldom, if ever, been given a reasonable chance to succeed. The opposition to them from the public education establishment, and poorly informed parents and other voters, has created a situation in which the two proposals usually face unsurmountable odds against their establishment or success.
