In my opinion there is no standing for all other issues. In the NY Police department the supervisors and managers are among the highest paid in the nation. Not so for the rank & file police officer. The city operates under a false pretense called "pattern bargaining". In reality the managerial organizations SBA, LBA and CEA are awarded salary raises with a cumulative average of 52 percent above and beyond that of a police officer. The proper term for this outrageous arrangement is known as the "fixed percentage'. As an example, utilizing the first line supervisor with the rank of sergeant the following debacle takes place. If a police officer receives an annual salary of $ 60,000 the sergeant would receive a raise of 32 percent above and beyond that of the police officer. Similarly, the lieutenant 's percentage is 45 percent and the captain's and ranks above a whopping 98 percent above and beyond the police officer.These percentages of pay called differentials between ranks are the highest in the nation.

The conscientous and hard working board of officers of the PBA have yet to challenge this outrage in any proceeding. I humbly ask why? Submitted by Stanley Bleecher NYPD (ret.)
