Pedal cabs should be banned.

They are dangerous to their drivers, their passengers and to other traffic. Most of the time they are empty. Often, they can be seen parked on Fifth Avenue waiting for passengers and stopping a full land of traffic.

I have never seen a pedal cab driver wearing a safety helmit, or a license plate on a pedal cab. Are pedal cab drivers required to meet any standard of safety, knowledge or otherwise before driving the cab? What purpose do they serve? I don't know of any New Yorkers who use them on a regular basis.
